I am leveling everything as well, but at a rather steady/equal rate (with some exceptions) I just didn't suspect that I had to level FSH to lvl 58 and MIN to lvl 56 to do my lvl 53 GSM quest. Had it been the lvl 58 GSM quest, sure thing, or needing 53 MIN/FSH for the 53 quest.
The frustration comes from the difference in needed level compared to the level of the quest. Usually it has been balanced so you are dependent on other classes (or other people) aprox the same level - or lower - as yourself.

And the reason for needing lvl 58 FSH, is that you need to craft a lvl 51 ALC recipe which needs a fish that first can be caught when you're 58 FSH, which you also need the Goblin jig for, which can be attempted by a 53+ GSM.
