To be fair, Ishgard hasn't had someone worthy of the crown since Thordan.

Thordan the I was no "Great King" after all it was his greed and lust for power that started the Dragonsong War in the 1st Place. Haldrath would have been a good leader just for the simple fact he refused the position because he deemed himself unworthy due to his part in Ratatoskr's death and Nidhogg's defeat.
The 4 living members of the Knights 12 became the 4 High Houses and that was that, cue events that lead to Heavensward. (Also, I noticed the "holy knights" lead by the Archbishop are the Heaven's Ward so title of the expansion may refer to them as well as "taking to the heavens" either that or their name is an intentional nod towards the title)

The 4 High House founders pluss Haldritg, The First Azure Dragoon, make 5. And I don't think The Forgoyten Knight taver would be that old.

Now that I think of it, the legend about the battle with Nidhogg said " Thorden and Half of his knights lay dead So that would meen there was a 6th survining Knight. The leader of the chocobo hunters on dravania, looks really similar like another of the knights that left.
