    The deterrent for that sort of behavior is making those abilities deal 0 damage (it's a no-brainer, really). That would instantly remove them from damage rotations; it's sort of why games like WoW have the utility stuff (stuns, interrupts, incapacitates, fears) deal no damage at all.

    Doesn't help that guides tell you to use those skills on cooldown.

    * The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

    Ammunition minus bullet plus a cap to allow pressure to build enough to make a gunshot noise equals a cartridge that can still PUSH a bullet down the barrel and across the intervening airspace.

    At least one actor has injured themself on a set by putting the barrel of a functioning gun to their head and squeezing the trigger with a blank loaded.

    Obviously you've never seen damage a blank can do. I have witnessed blanks creating 3 inch diameter holes in targets and heard of actors being killed by blanks they thought were harmless.
