Nothing new to affect mana regen, other than B4 not refreshing UI stacks. Mana regen for BLM in neutral stance and everyone else is 2% of maximum mana per server tick.

The difference between a stationary, BLM friendly fight, and a terrible fight with lots of phases where you can't attack:

Parses taken with BiS except for the ilvl 180 weapon, no food and no potions if you're curious.
I'm not sure I follow what you mean, which one is the terrible fight? Both those fights are VERY BLM fiendly.
Ravana is hardly BLM friendly, there are a couple of the phases where you're basically stuck without Enochian--- either it falls off because you're unable to attack him for too long, or it's a bad idea to refresh e.g. because he's about to do his ultimate.
What do you call a BLM unfriendly fight then? Ravana Ex for me is much more troublesome than Bismarck Ex.
Losing Enochian for a small % of the fight isn't quite so bad. Unfortunate but the fight as a whole is really well designed for BLM. Also I recommend using Enochian on the refresh before the ultimate, as you do half damage after the ultimate so it's better for it to do one ARR rotation during the half the damage phase rather than the full damage. It's also a bit easier to work around the orb phase with longer Enochian timers.Ravana is hardly BLM friendly, there are a couple of the phases where you're basically stuck without Enochian--- either it falls off because you're unable to attack him for too long, or it's a bad idea to refresh e.g. because he's about to do his ultimate.

I'd consider unknown future fights and select turns, like T7 savage, and turns where you can get trapped like T5, T6 (if using LoS), T8 savage, and T10 as potentially 3.0 BLM unfriendly, though on average 3.0 BLM would do extremely well in those turns if not victimized.

im just curious if I could get some videos of BLM's ending Ravana EX with 900+dps. i cant get much higher than just over 800. Maybe i just need to work my CD's at better times. I have just about bis.. only things im needing is the upgraded 180 legs and feet. Working late these past few days have put a short time to do my dailies.
Raven is pretty friendly if you compare to Bismarck or Neverreap. In progression, it was a pain and I was losing most my enochian but most dps couldn't maximise. I did end first dps iirc in my first kill being in the 650s. Or I was second. 900+ feels like a breeze especially if you skip phases you get to 1k.
Progression is not friendly for blm. A lot less than our caster rivals.
I've just got to 60 yesterday, so I haven't got the chance to try out new rotation like I would...
but I have a question.
By extending enochian with B4, if Enochian is up again, and i use it, does the duration resets or it counts as an extended duration (like using another B4)?
also WHY can't I use B4 without umbral Ice. WHYYYYYYYY ;_____;

If you use the Enochain skill while it's buff is up, it will extend it to the shorter diminishing returns duration, just like Blizzard 4 (5 seconds off the last duration). If you want to make full use of the buff's timer then wait for the status effect to fall off before re-applying with the skill.
You can reach at least 3 F4s for each F1 when you have LeyLines and FireStarter both up. In fact, you can keep spamming F4 (if MP holds, use Convert for more) so long as you get back a quick F1 before the Astral Fire falls off.
