BLM Quality of life changes

Fix of the F3-Gap-F4 bug.

This isn't really a bug, it's just bad programming. But yes I agree with that and the rest.

I think all the BLM needs to make it perfect is to:

make B4 always refresh enochian to 30 seconds
extend duration of AF/UI to 12-15 seconds
make Enochian always restart the duration at 30 seconds
finish the damn cast of F4/B4 even if anything drops off

And that's it.
