I see at minimum 44 possible materia. If the damage cuts are removed (haven't seen a "second line" damage cut bonus), it could go as low as 33. (edit: given example materia from lodestone / forums, at least 18 are near certain)
On the other side, up to 121 (updated) possible materia!
Given varying strengths of materia, there's going to be a lot of figuring in terms of how much complexity the materia system is going to add.
Another suggestion was materia could have both bonuses and penalties, or combine two bonuses. For example +10 Str -5 Int, or +5 Str +5 Vit. This would be in line with some of the recent raid gear. Just adding this option, and allowing any permutation of two abilities leads to a staggering additional (2*121*120) = 29,040 possibilities. O_O
Editorial Note: Some of these materia might be too powerful if they could be stacked across a lot of gear. Things like 'multihit', 'class affinity', 'chance to counterattack', 'attack speed reduction', and 'movement speed increase'. If these were to be included, they might be restricted to a particular item slot. For example, 'multihit' and 'chance to counterattack' might be restricted to weapons, 'attack speed reduction' might be limited to hand slot, and 'movement speed increase' might be limited to feet slot.
