I would rather not to a tank perspective. It gets very annoying to end up in dungeons that takes a century to complete, with the restricted level cap. To a Pld, it's terribly boring.
High Level Roulette gives 100 LAW and most times I end up in Keeper of the Lake.
Low Level Roulette is intended for Leveling characters, main scenario dungeons are not leveling.
Then you are saying take all of the XP out of most the Heavensward dungeons since they are all Main scenario dungeons except Dusk Vigil and the level 60 ones and also out of of all most all the 1-50 dungeons as well.
As from a tank Perspective since early access The High level Roulette has brought me nothing but Stone Vigil HM except to day since I went in as SCH and got well Keeper of the Lake... with a DRK and two MCH. And the Trial Roulette nothing but Nabriales's smiling face regardless of what I go into.
All this XP, 200k+, that everyone is saying drops in these high level dungeons, comes off the roulette. It doesn't come off directly choosing a high level dungeon. What if you're doing your Zenith quest, and want to level your second class while going for the low low chance at the end item from the specific high end dungeon?
Answer me that! <('.')^

Why would they queue for a High Level roulette if they want dungeon experience, all the high level roulette are level 50 and only give XP at the end.

Tanking is a job, DPSing is a science and Healing is an art.
If the Tank dies, it's the Healer's fault. If the Healer dies, it's the Tank's fault. If the DPS dies, it's their own damn fault.

Having a low level and high level roulette implies that there is a level range for them, not the fact that one gives experience and the other does not. It makes no sense that a level 55 dungeon would be classified as low level and a level 50 dungeon would be classified as a high level.
In my opinion, the rewards for the roulette still do not make a lot of the high experience dungeons worth it. Even when I was doing dailies at level 58, I still felt like the High Level Roulette was not worth it. I could get a similar amount of experience from doing a Heavensward dungeon and it was far easier as well. The only time when I thought it was worth it was when I hit level 60. However, once more people reach level 60 and have access to the Expert Roulette and post story dungeons, I don't think I will even bother with the High Level Roulette anymore since the new dungeons give 80 anyways. Most of the equipment loot is worthless to anyone who has accessed Ishgard in Heavensward. I also feel that most of the new dungeons are also easier and give more experience than the daily roulette.
