I also saw something moving in the cloud in churning mist but i though that it was because i was moving but when i stopped, the thing was moving faster than the usual cloud.

I always sort of suspected that the Allagans have space colonies. So even though the main civilization is gone on Hydaelin, there still may be some out there.

Its been mentioned that they did travel in space. So even if the fall happened on the planet the ones in space would have survived. Interesting also that (Spoiler)

With how advanced they are, there's no way they could just vanish without a trace with the Earthquake Calamity. Not with all that flight tech, the ability to lock people into millenia-long stasis, and the many automated facilities they had at their disposal. Maybe that's a Allagan ship carrying sleeping citizens who fled to the clouds.
