Gonna throw it out there, in my opinion it looks a bit too primitive in general design to be Garlean (or rather,it's just not sleek enoughit looks too alien), so it's probably Allagan. A wandering spaceship that never truly left the atmosphere or a satellite or some such. Take this with a grain of salt, though.

It looks Allagan, me. Those bits of metal protruding out look very similar to the the curved metal sticking out from the Flagship is Azys Lla.

But yeah, definitely an Allagan ship. Someone in my FC thinks that there is way too much Allagan stuff out and about for the Allagans themselves to be extinct. Maybe it's their version of Noah's Ark?
With how advanced they are, there's no way they could just vanish without a trace with the Earthquake Calamity. Not with all that flight tech, the ability to lock people into millenia-long stasis, and the many automated facilities they had at their disposal. Maybe that's a Allagan ship carrying sleeping citizens who fled to the clouds.
Interesting concept.
Though I think most of the Allagan stuff we've uncovered are just a testament to how long lasting their things work.
Even the Node in the last area says the zone wasn't serviced since the fall of the Allagans.
I always sort of suspected that the Allagans have space colonies. So even though the main civilization is gone on Hydaelin, there still may be some out there.
