I've just taken the lazy approach and macro'ed them into current skills. So my hotbar placement is the same for 50 or 60, but 60 just requires an extra tap or two on certain macros.

in WoTLK I had like 50-60 keybinds on my shadow priest. This is nothing in comparison. Love the complexity and stuff to press in every situation.
Next.

Macros are by definition, and intentionally, way less effective then just using the abilities. Especially since the GCD "sweetspot" is somewhere around 2.4s as a dragoon, and macros can only space abilities apart in whole second increments.
If it's too hard, because it's too hard, if it's too easy, because it's too easy. If you feel overwhelmed with DRG you may want to give yourself some time until your brain can memorize whatever new rotations it has. If you don't feel capable, you can always switch to another class.
More does not mean fresh. Fresh might be adding new abilities, but perhaps creating a path where you say "I'm going to use this rotation instead of that rotation". Warrior actually does this well where what you do with Defiance on is much different than what you do with it off. For Dragoon, everything is there and you use almost everything in every situation. What they did isn't "fresh", it's overwhelming.
I'm capable and it can be done. The issue isn't about capability, it's about fun. Memorizing 30+ abilities and having 28 keybinds and executing them in perfect order feels like work, not leisure. If it's too hard, because it's too hard, if it's too easy, because it's too easy. Dear SE. Please let me keybind more things... LIKE SHIFT+NUMPAD5 ... So I can use Shift+5 on my Naga. That's all I want in life... Thank you.
Q20: Will we ever be able to send tells from within an instanced area?
A20: While the feature can be implemented, it’s currently masked. It’s currently masked because we would like to prevent players from harassing each other just because they know they would never party together in the future. We will continue to monitor the situation carefully as we move forward.
I agree 100%. The ability bloat is too much. DRG was just right before the expansion. I use controller and I now have nowhere to conveniently put all these skills. My problem isn't how to use the new skills or the complexity it adds but where to put them on the crossbar where I can use them when I need to. All the boss fights in this game are movement heavy. So the most used skills need to be on the face buttons so you are not taking your thumb off the left stick. You need to be moving and using skills at the same time. DRG also has a ton of off gcd skills to use so there's no time in between moves to stop moving to hit those on the dpad either. Or trying to switch between multiple crossbars. The only realistic way is to use L2, R2, and L2+R2. That doesn't leave you with much room on the face buttons for the 20+ skill rotation. While squeezing in over 30 skills total with the dpad too. The ability bloat has taken the fun out of drg for me.
You are overwhelmed now, but there is a learning curve, once you get familiar with the HW rotations, it will feel a lot easier. Maybe then it will become leisure, and it'll be more rewarding because you had to work hard for it.
