My FC is in the same boat, so to speak. We're right now working the theory that the current ship needs to be ranked up in order to unlock more airship slots, but nothing confirmed yet.

Same here. From what we understand, you need to get the parts for Schematic II and bolt them onto Airship 1, then when you've replaced all the parts on Airship I and fully upgraded it with schematic two parts, you have the parts lying around for a second airship using schematic I and have unlocked the second slot.
