Why do we not have a separate "Flying mount roulette"?

It will get flying later, along with the primal mounts and others.

They've already confirmed the Ahriman will be able to be used as a flying mount soon. They're planning to adjust all of the older mounts to be able to fly where it makes sense for them to do so. This requires new animations and some other work though so it wasn't a priority and should be coming with 3.1.

I agree on a flying mount roulette though. Or rather I think the current mount roulette ability should only pick from amongst flying mounts when in an area that permits flight.
