Evasion Gear - Where is it?

I have a feeling before long too.

As of right now on my PUG, every gear piece has the highest Evasion I can milk out of it for my optimal rank and it still is eclipsed by other stats. I would expect a tiny bit more Evasion stat gear especially for a class that is so focused on evasion. By the game's design pattern, a PUG with good evasion should be able to evade often enough to use Haymaker I/II or Jarring Strike I/II as often as a GLD can Phalanx (leaving room for balance of course).
