    You have to look at the potency of the two spammed abilities and the ones off a proc. Now I don't remember the BRD ones but MCH has either 140 or 170 for split, 180 on proc slug, and 200 on proc clean. Find the discrepancy and you'll find where the buffs need to be

    Moar rng thoughts! The thing with these two classes is active v passive rng, brd has procs off dots and their spam, mch is all spam but can force proc. If you want my suggestion on fixing it, give split a 25% chance to also proc clean

    One more thing! I realize things could get weird with ammo like this so my proposal is to have clean have a chance to basically proc quick when using ammo

    Split is 140. Slug is 100 > 180. Clean is 100 > 200. We don't have a single skill that has more than 220 potency counting ammo, discounting the DoT....

    BRD can also increase the DPS of their allies via Foe's Requiem (10% Magic Reduction) :X We get 5% for 10s on a 90s cooldown....

    I like most of your ideas
    For the movement penalty of gauss barrer I am with Sersei, the added cast time is enough penalty.
    For the split shot, maybe something like it gives you a stack each time you fail and at the fourth stack you have a 100% to get the proc, the stacks are reset when you have a proc. This way you don't buff the probability of get the proc, but people can't get a long bad luck streak.
    I would like to see a buff to clean shot, it's too hard to get and it doesn't feel powerful (it is only +20 damage than slug), maybe if it reduces the CD of quick reload when it is buffed (they should do that slug is only able to proc if it is buffed).
    Actually I have bad feeling about how SE will fix the problem, they probably will just buff gauss barrel damage bonus, making the gauss barrer useful and that the MCN will do a competitive damage only with gauss barrel on.

    Well foe only works for smn and blm, also dismantle and rend mind debuff the -target's- damage output

    Also we get something similar to foe too, lest you forget

    @Key: we need gb to be buffed, the problem was always too much mobility for high damage. According to math, gb lowers damage but may be better with more gear, so having it buffed should equalize the field more

    Ah you're right about the dismantle/rend :X

    And I don't see the skill that's similar to Foe, unless you mean Wildfire? Or is there a special interaction with Hypercharge that isn't listed on tooltips?

    Hypercharged bishop, +5% magic damage for 10 sec in a 120 sec CD (I don't know the mats, but I've read that the damage increase it's similar to does). I think that foe is better because it is more easily used, but at least ours don't cost mana

    This will increase by 15 every time you don't get a Split/ Slug proc up to a maximum of 500 potency.
