Welp, the main answer is if they're not going to create armor for beast tribe or beast-like characters, they'd probably wouldn't do it for moogles.

But I agree with you. I'd actually be tempted to give up my Au Ra if I could play a moogle. Moogle tanks would compete with Lala tanks for best possible tanks.

They don't need to create armor, just hats and tiny weapons!

What SE could do is make a Moogle Dungeon. In another game there was a "pet dungeon" which could only be entered using mounts/pets that the player has. The mechanic for it was awkward because pets had their own levels, so unless the player grinded the pet's level 50 within a week, the per was permanently in a weak state and unable to really play it. On the OTHER hand, there were special instance dungeons where you got to play your spirit animal, or flash-backs with other characters.

So all SE would need to do in such a case, is use the models that already exist (eg King Moggle Mog) and just assign the level of the player to the moogle. So for all intents playing the Moogle dungeon would transform the players character into a role that matches the Moogle model. It would involve obviously some work so that all the animations work. It just bypasses the gear requirements by having the models fixed.
