Can't Access Heavensward Content

I Am having the same issue, except I have completed all the quests, and I am at the "coming to Ishgard" quest but it says heavensward is not installed, registered. Even though on Mog station it says I have PS4 early access and In my account info on PS4 it says early access

On your ps4 dashboard, navigate to final fantasy, and use the d-pad to go down to related items and select it with X. Over to the right, it should show that you have 1 add-on. Pop over to it and press X to go deeper into the list. Once here, the listing for heavensward will either say "installed" in the corner, or it won't. If it doesn't you'll have to manually install it (I had to do this after purchasing the CE edition of heavensward. You'll probably have to do the same.)

Im still confused, because Under my downloads, it has the 1.7gb heavensward add on, and says installed. however under related items it still says that my add on is locked... Im super frustrated too cause Ive gotten No help from SE, how do I manually install it?

I can access Heavensward content but haven't received any of the pre-order CE bonus of my Digital PS4 version.

Are the bonus items suposed to be delivered after June 23rd?

Manually installing it should be a simple matter of pressing X on the little arrow icon next to the listing on that page i directed you to. Though if it says installed, it SHOULD be working already.

With regard to it saying Heavensward is locked, I have no idea why it would say that. You might need to resort to completely uninstalling the game and redownloading everything from scratch, like the OP did.

Have you gone to the "my addons" section under the hw thumbnail on the ps4. You have to download the addon as well

the add ons part is blocked by a timer, which is frustrating, because that seems to solve everyone elses issue, however when I re downloaded the game it downloaded the 1.7 gb add on heavensward.
