Yes but you are still "losing dps" much like a bard, just not directly on your character.
I haven't fully done the math for it yet, but the amount of oGCDs you have to fit in makes it really difficult to get off all your buffs off, because without Rapid Fire, Hot Shot + Lead Shot + Split Shot gain cast time making it impossible to weave any oGCDs and you have to get off Wildfire, Dex Pot, Blood for Blood, Gauss Round, Head Graze, Ricochet, Reassemble, Blank. Using Rapid Fire takes away the cast time for Hot Shot/Lead Shot which allows you to get off some of these buffs and assuming you can fit in 2 oGCDs, there is not much you can get off before Raging Strikes/Hawk's Eye is gone. I'm not too sure about Quick Reload where it is right now, it's present to refresh the stacks of Ammunition you have while having a lower cooldown on Reload. I do think that Reload is best used pre-pull as the difference in Potency will be minimum for getting the procs off on Split/Slug/Clean Shot, because the increase is 140 to 180 to 200, and you'll have Reload up soon anyways.

Yes, the potency I was referring to was the 140 potency of Split Shot vs 180 Potency of Slug Shot + potential 200 Potency of Clean Shot which is the extra proc you would get if you put in Quick Reload later in the Opener.
