    The main purpose is to help new players increase their iLvl enough to complete the 2.x storyline, since you can't enter any of the 51+ areas until 2.55 is complete, and that requires iLvl 90+ for Steps of Faith. And yeah, for people who don't get HW, it's the only/last tome gear you can get. You'd have to get higher gear (merchant and crafted) from the market board.

    If the patch note is to be believed, you NEED Heavensward to break the lvl50 cap, so those people won't be able to wear higher gear.

    Interesting; the patch notes do seem to imply that. I thought they had suggested previously that you'd be able to continue levelling even if you didn't have Heavensward, but perhaps they only meant that you'd continue to get experience while completing the level 50 quests as long as you purchased HW (which is what is implied by the patch notes). If that's the case, I suppose that means that even people who haven't finished 2.0 yet would be better off buying HW before they reach level 50. I guess we'll know for sure in a day...
