We don't need a live translation. The patch notes will be released in English. Yoshi P literally sits and reads the patch notes in Japanese. He doesn't go into detail and reveal hidden secrets, he literally sits and reads, and there might be a bit of banter and contextual clarification.

I got my information from the European version of the “FINAL FANTASY XIV: Heavensward is Coming to E3 2015!”-article, which stated the following:

It's not just reading of the patch notes, they get a strategy guide over there too. Not sure what to say but NA seems to do fine without both it seems. Still for a collectible I would have liked the strat guide even if stuff does change.SE please release the english preliminary patchnotes that correspond with the reading at E3.

That's an international shipping thing though. Doing something like that in japan is easier because they don't have to worry about shipping that much weight over to other countries. See the thought process with the CE console is to encourage those who play on ps3 to move to ps4 since they do want to try and phase out the ps3. It is however possible that a future expansion could have a CE version of console for all countries to encourage players to move over from ps3 to ps4 in a time when ps4s start to become cheaper as a means to migrate ps3 players to ps4. So pretty much while we might not have a CE of ps4 version now it is still a possibility in the future and they may even use FF15 as a means to push it.
They could release a CE of FF15 on ps4 console and add a 10 dollars off the next FF14 expansion that also allows you to migrate your ps3 account onto that ps4.
