This happens with all MMOS though, you probably just don't notice it because its more subtle. For instance Guildwars which servers are base in the US, even playing in the US, you may be running with your friend, you appear to be in front, on his computer its the opposite. Your position is sent to the server every interval, the server does the work to move the character to that position on your friends computer running in circles on any mmo usually turns into a octagon, at best. Your bandwidth isn't the problem here, its your ping related, yet not the same thing. Bandwidth = what you could do, Ping = what you are doing after net traffic, distance, connection to your router. Those computers were side by side, i'm assuming your in the united states meaning, computer 1 sent position information to Japan Server, after Server receives it checks for lost packages, computer 1 may have to resend position to japan 2 or 3 more times, and then japan server needs to send the position to computer 2 way back in America next to computer 1 possible 3 or 4 times, each time that huge distance needs to be traveled. This lost packets and high ping (high is bad) causes some points of position to be lost and therefore circle becomes square.
In short: Its because the server is in japan and your not, I would be interested in seeing 2 computers in japan close to the server doing the same test.
NPC issues may be a problem with lost packets or "ghosts" where you see something that's moved but you never received the packet containing the change of position. Same way if you see a friend logged off but his character is standing there in front of you.
