They won't leave the Ul'dah arc where it is, throughout the ARR story they were jumping between the Ascien arc and the primal threat arc, I think they will be doing something similar though the HW story.

Won't we be working on our Grand Company ranks in 3.0? I find it funny that a known fugitive would be given a promotion within the Immortal Flames.
They most likely don't believe what has been said about the WoL.
Best guess would be that since they don't believe the Syndicate, the WoL is still considered a member of the Immortal Flames. Also, the IF current leader, Mr. Flowing Hair Lalafell, may also have influenced the ability for promotion as well.

I hope we don't have to wait long to get back into Ul'Dah and start kicking butt. There are quite a few people I want to use for Lala Bowling, with a bunch of weapons as my pins.

Also, I'm pretty sure Ilberd and Lolorito arent alone in the takeover of Ul'dah, and I'm willing to bet they wont rule out necromancy, and perhaps releasing dangerous criminals from the pit, in return for their services.
