For the same reason their in-game gender does; it doesn't!
People should be able to wear what they like, especially considering we already have unisex items very similar to the gender-locked ones...The Flames allied seals DoM bottoms might actually be skimpier than this glamour skirt, especially when viewed from certain angles; it's a skirt over a thong with cutouts around the hip area to show off said thong! And the DoW bottom is a miniskirt-style kilt (just like Raubahn's!). There's no reason we shouldn't be able to wear this set, too.
If it's really, somehow, that much more difficult to alter an item from female to male than it is from male to female, well, that's SE's problem; they should have thought of that and started off with a male outfit in the first place.
