I looked at the rules for the contest and there was nothing against them buying tweets also the girl just made a bunch of alt twitter accounts to support her main one didn't see anything against that either. The whole contest is out of reach of your average player.
This is why I would never support twitch people. It baffles me how anyone makes a living on doing this, playing a game begging for donations and subs from people. I can't understand why anyone would donate money to a twitch streamer, I never have and never would.

To be fair, the only difference between a twitch streamer and a youtube let's player is the interactivity. There are popular LP'ers on youtube because they are entertaining, not because they have any skill. On Twitch, there are people who are popular just because they wear low-cut clothing and is only different from video-porn chats in that they're not allowed to take their clothes off on Twitch. The added risk now are live-streamers getting swatted.
If you aren't streaming and playing for entertainment purposes you are doing it very very wrong.
I come from the world of online comics, and begging has diminishing returns if you don't keep producing new content. Engagement is how you keep people on your site longer. If you are neither engaging with the audience, or producing anything entertaining, then there is no reason for people to stick around.

I'm not sure MTQ deserves to win the contest. Sure, if this were a "help the community by providing content" contest, I'd give it to him by a wide margin. It's not though. It's a P.R. contest. S.E. wants to get its game out there to as many people as possible, not just players. We already have the game. It's meant to attract non-players with huge amounts of followers so SE can reach them. Should they have done another contest alongside this one geared solely for players? Of course.
