I doubt botters will be hindered as much as new players will be by this.

New players have a higher chance of actually following the story. Botters on the other hand, will either A) have to manually level their bot to get to the better materials/crafting/farming or make a bot program to do it (and thus taking longer since some story is tied to dungeons.)

@OP: You are playing a story driven game, expect the story to impede some aspects of that game.

Yes it will slow them down. Won't stop them at all, but it will slow them down since to get to the new materials to farm, they have to first farm the story.
