How can SE improve PvP?

Adding an area in open world maps where PVP is allowed. I know a lot of people will cry about this but I'd like to see some sort of open world PVP happen because arena PVP gets pretty stale after a while and the queue times make it even more of a pain to deal with.

Except please don't. Open world PvP is the most annoying thing ever.

There was a thread about this before, someone suggested just putting it on one dedicated PvP server. That would be fine if you really wanted something like this.
