Change the server transfer system!

I think it's ridiculous that you are not allowed to change from a legacy server to an ordinary one. We should be able to do that.

And I what I read from forums, they promised they would look into it like over a year ago and nothing have changed. How can you change from a legacy server?

But my friend tried to do that and he can't get to transfer even he did all the things that he needs to do for it. Also what I see from the guidline is...

I played in 1.0. I used to be in Sargatanas (Legacy), however about a year and a half ago, I moved to Coeurl (non-legacy).
It is possible. Perhaps the world you tried to move to is a high population server that doesn't allow the creation of new characters.

Hmm I see. Well when my friend tried to do it the server was pretty dead becasue it was night time there and I could even make a new character there at that time.
