I think it's probably best to state which zone your heavensward is, and also whether it's physical or digital. Since I think the eu version said something like charging 10 day before release/early access while other version hasn't stated it?
So maybe those who already got charged might have na version, while eu isn't charged yet...I dunno.



Mine was off the NA store, physical PC CE, paid with my debit card.

These situations are the only real advantage that a credit card has.
Anyway, I suspect they gave a charge warning so far in advance because they're going to need to pay the distributors and decided, for whatever reason, to use pre-order charges rather than eat the cost up front and pay it back later.
This doesn't change the fact that they said something different when pre-orders were first made. The email you quoted was sent later, just last week on May 27th. Also, according to pre-order information "*On or Near Release Date Delivery. While we try our best to schedule delivery to arrive on the release date, actual delivery date may vary depending on your location and method of shipping. Orders received after June 14th, 2015 11:59pm PST will arrive after the Release Day." Note it says on or near release date and not early access date. So we are not even talking about June 19th, early access, but the actual release on the 23rd. Also, the purposed of this being placed is that people don't freak out if they don't receive their physical copy by release date and isn't really talking about an early delivery. If you bumped up your shipping from standard you may see the game before the release date but chances are it'll arrive on or a bit after. Standard shipping is 2-5 days so likely they'd be shipping around the 18th to purchasers, which means charging should be taking place around the 14th or 15th and not 2 weeks earlier."Thank you for your preorder of FINAL FANTASY® XIV: Heavensward™. We are pleased to announce that we will soon be preparing your order for shipment. As part of this preparation, we will begin charging for preorders on June 1, 2015 using the payment details that you provided upon checkout."
Understand what they mean by preparation? It's not like 3 days before release they will go ok let's see which people can actually pay and charge them now, they are preparing early. For all we know the orders could be shipped as soon as next week and arrive a few days before release so that people who did order online don't have that awkward period of waiting for their box copy to arrive.
If they are doing preparation that is fine, but if it actually takes money out of people's accounts or cancels orders before at most 2 weeks before release then they really needed to explain the process better for how they will deal with pre-ordering and charging people's accounts. The wording on the pre-order at least by me read shipping to your home not to whatever warehouse they are storing the games until later shipping.
