I'm building a new PC right now and need to decide on 7 or 10.
It's basically a slight upgrade to windows 8.1. It has a windows 7 start menu with a metro UI twist. You can download the preview now. Both versions get the upgrade free anyways.
I would suggest Windows 10, based on the fact that it will be the final major version of Windows to be released, and therefore should receive updates for life, whereas Windows 7 will eventually become unsupported. Using Windows 10 also ensures that you'll have the most up-to-date security fixes, as well as DirectX 12 support, which is a Windows 10 exclusive and quite the performance upgrade over games using DirectX 11 - this should be a major factor for you if you're building a gaming PC.
