Maybe it's because he knows who to actually talk to when it comes to power matters in Eorzea, "fallen" or not.I'm actually not surprised that we are meeting Emperor Varis (must....not.....make.....game of thrones.....jokes). He is the freshly elected monarch of a neighbouring empire. I anticipated a diplomatic meeting to happen sooner or later. What surprised me is that he is meeting with our little group and not saaay Merlwyb or the Elder Seedseer. At least we have Cid with us. That sure won't be awkward.
