It won't. You Either group with other low level players or join an FC. In fact getting help from high level players will be easier than ever as you only need to convince one and won't need to wait for a party to assemble.

If they do allow it, I think it would be mostly good.
You hear older players groaning about having to deal with newbies who don't want to listen, and you have newbies who complain about "elitists" expecting them to be able to read minds and know everything about all content before entering.
This would largely separate the two camps, and the community should overall be happier for it.
I'd be more afraid of newer people without big friends having longer queue times. I think they'd need to make roulettes a -lot- more appealing to compensate for that then.
Powerleveling shouldn't be a concern either if party member level differences kill xp, like usual.
I also wonder.. does this feature apply to only dungeons, or would it happen to apply to all instances? Like to make it more convenient for people who like low-manning raids? Because I thought I remember something about that being mentioned a while back.
Have they said whether or not this will apply to boss fights as well?
