The first kanji looks like 忘れる (wasureru - to forget) while the other three are a little too hard to read. I thought at first the last one was 夢 (yume - dream), though the more I look at it the more I am doubting it!
It is indeed passive tense, so would mean forgotten. The second kanji of the three relates to gentlemanly things, and is part of the words for things such as knight (騎士 - kishi) and soldier (戦士 - senshi) so it could be something like the forgotten soldier, like the Tomb of the Unknown Soldier under the Arc de Triomphe?
