In Eorzea they are the same. but I'm fairly sure that in Catholicism an Archbishop is below the Cardinals and Pope with the Pope being "Top Dog" for lack of better expression.

The Vicar of Christ, the Pontifex Maximus, is many people (many roles) under one (very big) hat. The Pope is also the Bishop of Rome; Primi Inter Pares, "First among Equals" et cetera....

(And "Pontifex Maximus" is an interesting title, meaning "Chief Bridge-builder"...)

In Catholicism, yes. But Ishgard may have its own house rules. I'm sure the old geezer has a name and we will learn it once release comes. Untill then it really doesn't matter wether we call him Archibishop, Pope, His Archmagnificency, Santa, Old Travanchet, Gandalf or That guy who looks suspiciously like Ramuh.
