Look at what hapened when odin or behemot were up, servers crashed etc. Also how would you handle a free roaming Leviathan ? It is like housing for everyone, it is not gonna happen (even if they were both highly advertised before 2.0 launch), their poor servrs can't handle all the stress. Probably will see them as a lv 3 LB for summoner.

I assume, since it is Free Company Summoning, that they'd tie it to building a boat.

That's one thing I think you and Asierid are forgetting actually. It's tied to Free Companies; It isn't something like Hunts or Odin/Behemoth where the entire server would participate. The whole server isn't going to show up to get one Free Company Ifrit for a week, just that Free Company will. The most hectic things will get is Free Companies competing against each other, though to be honest they've never really talked about how the system will work. People assume a FATE based on the benchmark but I'm fairly sure they ruled that out at the time, saying it was just for show (like the giant turtle). I find it more likely that they'd make a special instance and the first group to beat the Primal in it gets to summon him that week, or they could plop them in the open world, but I imagine they'd have special zones for it which are a bit more challenging (Beast Tribes all have strongholds/regions which could be expanded upon to fill this need). Really doubt it would be the same as Odin.
