When you say "Waking Sands," do you mean the instanced zone with the Scions? Seeing RMT popping through the floor there would be like seeing them pop up in your Inn room. Or do you mean you saw them out in western thanalan near the waking sands?

Unless they changed something, waking sands is a phased area, not instanced. It can appear instanced now that most people have moved forward, but back at launch, you never went to see Minfilia without having to cam through 30 other players all grouped in front of her desk.

I think they have changed it around 2.1 or 2.2, there is never anyone else at all in there.Unless they changed something, waking sands is a phased area, not instanced.
