Dragoon lore seems skewed now. Anyone know whats happening?

Yeah, the Drachen armor is specially ordered and crafted; similar to Paladin's armor. Its been a while, but I don't know if the DRG quest giver gave you his old armor or had one specially created for the player

Gae Bolg was unique to a legendary Azure Dragoon(forgot the name) The design of her spear (aerodymics, etc.) was so successful in killing dragons that it's design became the basis of all dragoon spears.

This is just an speculation but could it be that maybe the DRG AF2 it will the profer gear to difference the Azure dragoon from the common ones?

I don't think so. In the final battle with Estinian, the DRG soul crystal resonated you the player character you briefly was shown wearing the full set.

So it seem like the Drachen set modeled after the 1st Azure Dragoon.

If anything, maybe DRG AF2 is what higher ranking DRG wear? Or maybe AF2 won't be tied to job questsline?
