Did PS4 players get a chance to get this? Wondering since I don't remember when the event was exactly.

"The event begins on November 14th 2013 and ends on December 9th 2013."
&
"Lightning Strikes event is set to return in February 2014"

Yes, they did, during the anniversary campaign.

Why not just make it a "normal," but rare FATE (or whatever the f it was) or just throw the hair up on the cash shop or something? To be honest, I can't really say I give a **** either way considering my disdain for everything remotely related to XIII, including Lightning's dumb hair, but I mean..like...it's not like some other company holds the rights to her character. Surely Yoshi-P could quite literally walk upstairs to his bosses and be like, "yo dawg, lemme put Lightning in mah game again!" Considering how long SE was shoving her down our throats, I'm surprised they didn't somehow force him to reboot this game again to turn it into a XIII spinoff.

You forgot this one
A rare FATE chain that appears once every 6 months should be ok. With announcement or without announcement?
