How about SE just make all the melee with the same moves. Then we dnt have anything to bitch about. Mnk/drg need trick,goad, each others gap closers and mudras too. Nin needs DK,disembowel and all gap closers. That way we can all play face roll classes. Give us all berserk too, we know its unfair that a war has that but us melee dont.
Elusive is most often used to get out of "ohsh*t" aoe's when mobs are positioned poorly and there's too many overlapping aoes or not enough time to run out of the way. I almost never use it to shed enmity or remove heavy/bind unless i'm heavy'd from riding choco i can dismount, elusive, remount.
The main reason why its CD is so long, is most likely the enmity reducing part. Every other enmity reducing ability has at least a CD of 2 mins like quelling strikes, since it does a bit more it gets a CD of 3 mins.
I think it suffers a bit from the same issues as Holmgang. It tries to do too many things at once, which means that it doesnt do any of those things particularly well. All of the things it does are relevant in some form or another, the problem though is, that in most cases you really only want one of the three functions and in that case the CD might seem excessive.
Let's talk about how enkindle is in a 5 minute cooldown. An ability that does between 250-300 potency depending which egi you use. Five minutes........

I think it's pretty okay where it is. I wouldn't mind a 2 min CD but it's not necessary. Every DRGs in coils know the optimal time to use elusive jump. If done right, it's usually up and ready by the next time you have to use it again. I'm normally not in a position where I'm like, Oh shit, I gotta run all the way over there lol! And Even If I were, wouldn't matter much, not like I have GL to maintain like MNKs xD

the cooldown on elusive jump is probably something that just got skipped over in each of the tweaks to dragoons, at 2.0 launch i ran with a lot of dragoons that had to use it for the enmity reduction due to the lower enmity generation of tanks at the time, obviously that is now a non issue (which to me takes most of the challenge out of tanking but thats another issue entirely), but because it didnt actually deal damage its fairly easy to push it aside when the issue with dragoons was primarily DPS and survivability from magic hits.
Just know that, enkindle is a gimp flare on a 5 minute cooldown. Howling Fist is a slightly stronger rockbreaker on a 1 min cooldown,
You know, they slap stupidly lengthy cooldowns on pretty much everything for no reason.
Also please don't compare monk gap closers to dragoon. Dragoon has a ranged attack and they don't lose a massive damage buff when they don't have uptime on a mob. If any class should have significantly better gap closers, it should be monk considering their lack of ranged options and the awful greased lightning mechanic.
