There is another game out there that has entire sea/ocean mechanics (Archeage), including piracy and stuff like that. But for reference, the game also lets you swim and fly (with a glider.) So I think it's not out of the question for them to eventually put something in the game that allows the airship to land on the water or build dedicated fishing vessels, but I think it would require changes to how vehicles operate in the game, of which the game currently has none. (The existing airship in ARR is just a cutscene, nothing more)
