Should Alexander hard drop highest item level gear?

So why can't they stagger it a bit more so that if a non raider wants to have the same ilvl as the raid gears, they can wait until the content those raid gear comes from gets replaced with a new one? That's only when the former raid becomes relevant to them anyway (echo and all).

I don't know why...I am just pointing out what I think SE's thought process is on the matter.
