    We're going to be seeing far more than just Nidhogg and Hraesvelgr (the white dragon) as factions. We'll end up dealing with all of the six surviving children of Midgardsormr, including Tiamat. That's coming from Yoshi during one of the Pax interviews.

    We will certainly be learning about them and maybe dealing with them but they may just act as neutral parties. Also its possible that more than Bahamut has died and even if all the others are still alive, its possible they aren't in Eorzea anymore. After all Bahamut's brood was on a completely different continent. Others of the seven may have moved to other places in the world as well.
