The game was always planned to have a maximum lvl of 100 all the way back from inception. Part of the reason endgame never really felt like end game is because it's not the end of the game. we are just now getting back to something similar the original story the game was suppose to have.

I don't think anything about Yugiri needs to be changed, as stated above she never said it was due to her race.

Let's pretend you are new in a year or so, starting as an Au Ra. You go through the story with no knowledge that Au Ra was previously unplayable. What would you think about Yugiri? Probably that she's not confident with her own appearance. Simple problems, simple solutions.
