They released this because unlike a gaming console that is locked into a specific OS and Hardware configuration, PCs (including MAC to some extent) have a myriad of variables in BOTH the environment and the hardware.
I am not an expert on how Sony does things for you all on the PS4 land, but IF the others are correct then making a test client that you do not NEED that will cost them out of pocket, non-recoverable expenses is foolish from a profit point of view.

We all made choices to our gaming platforms. Each choice comes with advantages and losses. You get an advantage in knowing that your platform will work as good as anyone else on your platform. PC users have no such assurances.

Finally, life is not fair, if it was we would all be rich, famous and good looking.
