Amazon is like a store (wait, it is a store.)
It sells stuff that it's licensed to. In this case, USA/CANADA and stuff.
It's not available in your region because either Amazon or whatever retailer you're trying to buy it off does not have the correct authority to, Sony isn't giving the A-OK to sell it in your region, or even SE hasn't obtained any permits/license from Sony to sell the PS4 version in the UK.

1) The PS4/PC Physical Collector's Edition is already being sold by Square-Enix on their European Store and ships in like most European countries, included in UK of course. So, they do indeed are selling these in my Region (Europe), so even if SONY had a say in the matter (which they don't lol, Square-Enix is the Publisher, but let's just say that they are for your sake), in this case they haven't enforced it obviously.

2) The PC Physical Collector's Edition is not available for sale in retailers too. How the heck can you keep saying with a straight face that SONY is enforcing whatever you have convinced yourself they have?

The Square Enix store does not support Greece for Physical Copy delivery. I checked for myself. However they support Digital Download. If you don't care about the 130 euros Physical CE Box then you can buy Heavensward from SE store as a digital and download it. I think there are few more countries in Europe except Greece where SE does not support delivery of physical boxes. You can buy the Physical Box edition from any EU online store like Amazon or you can wait for Greek retailers to bring the game. You can check availability through www.skroutz.gr A few retailers already have Heavensward in their listings.
