I got The Empire Strikes First by speaking to Roysia in Camp Tranquil, and shortly after got the A Taste of Victory achievement after speaking to the Militia Outrider NW of Tranquil and fighting and winning against the waves of Imperial troops. Killed 3 Imperial Centurions too! (They have a death voice over!)

So it looks like The Empire Strikes First is a lot like Seventh Moon Rising how Alfgar/Roysia are the ones that give it.

The Guide is updated to patch 1.18. Im very unsure about missing achievements.
It's not only Rognan Kognan but the 15th letter of the producer mentioned something beyond Batraal and Darkhold. Maybe even the chance to beat one of those Evil Eyes.

Alfgar and Roysia are not needed for the current event. They are only there to inform you, where the battlefield is.
Speaking with both of them don't trigger any achievement but speaking with the NPC at the battlefield does. Tested by myself with sidekick characters.

Did you try only talking to either Roysia or Alfgar and not the Militia Outrider to confirm if they also give The Empire Strikes First?

Because looking at the timestamp for mine. 7/26/2011 2:33 p.m. That is exactly when I arrived at Camp Tranquil with a friend, cause I noticed how the normal behests were about to start and I noticed Roysia and told him to talk to her. We were nearby for another 10 minutes until the Militia Outrider appeared (I even ran up to the higher levels and ran back.)

The Garleans didn't retreat until 7/26/2011 2:55 p.m. A good 22 minutes after speaking to Roysia. And like I said before the Militia Outrider didn't appear until around 2:45.

I can confirm that Roysia also gives "The Empire Strikes First" while she was panicking about the upcoming invasion.

I can also confirm that I got the Empire Strikes First accomp simply by talking to Alfagar in Uldah. I haven't done in Tranquil with the Imperials

I can confirm, that speaking with Allfgar (all topics) doesn't get me an achievement for both of my sidekicks. And i have spoken to him many times, logged back and forth to confirm when the last intruderwave/event is over. As for Roysia, I havnt seen her.
My events were in Horizon.
Could be a scripting bug.

Speaking with Alfgar needs a requirement for the assault event. I tried it a 3rd time and nothing.
Most likely it is rank based. My sidekicks are both 35 con and phys under 30.
Update for 1.18b done in somw minutes.
But i don't know what new other quest achievements could be exist, because there isnt any quest besides the "Heat is on" event. 1 quest and 5 items.

Nope. It's locked away. Urianger isn't running around any more and Alfgar is warning us about something else.
