in the moment? I mean you can't create character, but to transfer you can. At least when I was doing some transfer yesterday I was able to.

I never seen you before in Levi, Iskander.
I was on Levi about a year ago though. Also, transfers have no limit.
It's free reign, it's the actual character creation that's the killer.
