This makes sense due to the nature of white magic. Y'shtola is a CNJ, which uses the same aether manipulation techniques as WHM, just in smaller quantities (to not disrupt the balance in nature). Theoretically, if a CNJ wanted to cast Holy, it would take him/her a significantly longer time to build the necessary aether for it and would put a much larger strain on the caster's body. It was a dire situation, so she made a judgement call in order to guarantee the survival of the WoL.
