World of Darkness Griefing GM does nothing.

If a player gets kicked out of an instance, they shouldn't be able to rejoin it at all. I've had a few griefers who just instantly rejoin the instance when you kick them. Usually giving it a minute before initiating Refresh is good enough, but the said player shouldn't even be allowed within the same instance anymore. There's likely a valid reason that player got the boot.

Even if there's not, I'm unsure why that person would want to be in the same instance as the people who vote kicked them again.

They earned a chance at the loot via participation, regardless of the situation. Why should they be forced locked out if people are exploiting vote kick? argument goes both ways.

Hm, jump back to the in-progress run at a 4 min long CoD for a chance at loot, or requeue at a 0% progress pt. decisions...
