    Hello! Balmung and Gilgamesh are biggest roleplay servers, Balmung being the most popular. They're both in the US Data Center, Aether. I'm not sure about any other servers - I think Cerberus has a few RP'ers on? Sadly most EU roleplayers are quite scattered.

    I can't speak for Gilgy, but I moved to Balmung and haven't regretted it. There are many EU players here, but as it's US based most RP events don't start until 10pm-3am, so very late for us to get to. But we're a growing community, and there are some EU-friendly events on occassion, as well as a few predominantly EU Free Companies.
    The only problem with Balmung is that it's a legacy server and is restricted, but it usually opens for character creation Tues-Fri GMT mornings (I always notice it open at 10am-12pm). Or you can usually get in 20 minutes before or straight after maintenance.
