The gear that comes closest to it is the "Templar's" gear that drops from Dzemael Darkhold, which looks like this:

Both are the same.
The first picture is from 1.0, where the templar's gear came ingame as Leve NM gear.
Killing a leve NM gave you a chance to get a token and Rowena gave you gear for it (specific gear for specific tokens).

You can say Rowena started her empire with Templar's set, Buccaneer set and Harlequin set ^^
