So I found Tataru is one of the new TT NPCs and she provides Random and Roulette so going aginst her is a way to obtain the Vaan card if you want to obtain 300 Roulette wins.

anyone else found who are the new TT Challenge NPCs?

She'll unlock later in the main questline.

Yeah she drops Lightning, got it earlier. She's on a weird window of playability, though, the start doesn't seem to be getting nailed down accurately by anyone but the close is always at 5:05AM Eorzean Time.
